FAILURE OF THE PILOT-IN-COMMAND TO MAINTAIN DIRECTIONAL CONTROL AND TO PROPERLY COMPENSATE FOR THE UNFAVORABLE WIND CONDITIONS ENCOUNTERED DURING THE TAKEOFF GROUND RUN. CONTRIBUTING TO THE ACCIDENT WAS THE UNFORECASTED DUST DEVIL WEATHER PHENOMENA.
