DURING FINAL APPROACH, THE PILOT COULD NOT GET THE NOSE GEAR DOWN AND LOCKED, SO HE ELECTED TO LAND ON THE RUNWAY ON THE MAIN GEAR ONLY. EXAMINATION OF THE LANDING GEAR REVEALED A SHEARED FITTING ON THE NOSE GEAR ACTUATOR SHUTTLE VALVE.
