INADEQUATE VISUAL LOOKOUT BY BOTH PILOTS, WHICH RESULTED IN THEIR FAILURE TO SEE-AND-AVOID OF THE POWER LINE. THE PROXIMITY OF THE POWER LINE WAS A RELATED FACTOR.
