THE PILOT TOOK OFF TO A HOVER FROM THE PARKING RAMP, LOST CONTROL, AND THE ACFT IMPACTED THE GROUND AND ROLLED OVER. A BROKEN ACFT TIEDOWN ROPE WAS FOUND BESIDE THE WRECKAGE.
