AT 75 TO 80 FEET AGL, SHORTLY AFTER TAKEOFF, THE PILOT EXPERIENCED A TOTAL LOSS OF POWER FOR UNDETERMINED REASONS. HE WAS ABLE TO CLEAR A TREE LINE AND A FENCE BUT IMPACTED WITH ROUGH TERRAIN.
