DURING A BRIGHT NIGHT APPROACH THE ACFT TOUCHED DOWN 12-15 FT SHORT OF THE RWY. THE PILOT STATED WEATHER WAS NOT A FACTOR AND THERE WAS NO MECHANICAL PROBLEMS WITH THE ACFT.
