THE PRIVATE PILOT ATTEMPTED TO TURN DOWNWIND WHEN HE ENCOUNTERED DOWNDRAFT CONDITIONS DURING A FLOATPLANE TAKEOFF. THE AIRPLANE STALLED AND CRASHED INTO THE LAKE HE DEPARTED FROM.
