ACFT ON TRAFFIC PATROL WATCH WAS OBSERVED FOR SEVERAL MINUTES BEFORE CRASH AT LOW ALTITUDE DOING SLOW FLT AND FLYING ERRATIC PRIOR TO ACFT STALLING ANS SPINNING INTO APT BUILDING NO EVIDENCE OF PRE-IMPACT FAILURE OR MALFUNCTION OF THE ACFT WAS FOUND.
