THE ACFT LANDED SHORT OF THE RWY DURING A FORCED LANDING AFTER THE ENGINE QUIT ON FINAL APPROACH. THE PLT REPORTED THAT HE HAD EXPERIENCED TROUBLE KEEPING THE ENGINE RUNNING AT LOW POWER SETTINGS.
