PLT STATED, WHILE MANEUVERING AT 650 FT THE ENGINE QUIT. DURING THE FORCED LANDING APCH, THE ACFT CONTACTED POWERLINES. THE ACFT CONTACTED THE GROUND IN A NOSE DOWN ATTITUDE AND NOSED OVER.
