THE COWLING OF THE ACFT CAME LOOSE AND THE PLT REDUCED POWER BECAUSE OF THE VIBRATION. AN EMERGENCY WAS DECLARED AND THEPLT ATTEMPTED A 180 DEGREE TURN AT AN ALT OF 400 FT AGL. A STALL WAS ENTERED AND THE ACFT HIT A CHANNEL WHERE THE WATER WAS ABOUT 10 FT DEEP.
