WHILE ON FINAL APPROACH FOR LANDING, THE PILOT NOTICED A LOSS OF POWER AT ABOUT 500 FT AGL. HE VERIFIED THAT HIS CARBURETOR HEAT WAS ON AND PUSHED THE THROTTLE FORWARD. POWER WAS RESTORED FOR A SECOND, BUT ONCE AGAIN, IT WAS LOST. WHILE LANDING ON HOSPITAL GROUNDS ABOUT 1/4 MILE FROM THE RUNWAY, THE PLANE CLIPPED A TREE AND STRUCK AN ORNAMENTAL TIE-BEAM. AN EXAMINATION REVEALED THAT BOTH FUEL TANKS WERE EMPTY. THE PILOT HAD NOT ADDED FUEL AT HIS LAST STOP-OVER POINT. THE AIRCRAFT HAD FLOWN 3.6 HOURS SINCE IT WAS LAST REFUELED.
